bug#11860: 24.1; Arabic - Harakat (diacritics, short vowels) don't appear

The bug seems to bee (bigger ? smaller?) : The "Harakat" (diacritcs) don't 
appear at all. If you type 'X' ("Sukun" the small circle) in the (in the arabic 
mode) you get a strange sign (that indicates that emacs can't display the 
character), the same thing by the other "Harakat" ('Q','W','E','R','A','S','X' 
and  '`' (this is for ARABIC SHADDA)).

I've tried it with "emacs -q" : nothing has changed in the two bugs (hebrew and 
arabic).
