bug#13015: 24.2; (let (message-log-max) (message ...)) does not disable

From: Philipp Moeller
Subject: bug#13015: 24.2; (let (message-log-max) (message ...)) does not disable logging

The manual uses the example

  (let (message-log-max) (message ...))

to show how to disable logging messages in the *Messages* buffer. This
does not work in Emacs 24.1, e.g. evaluating:

  (let (message-log-max) (message "foobar"))

will still print "foobar" in *Messages* buffer.

When I use

  (setq message-log-max nil)
  (message "foobar")

it works as expected: no output is send to the *Messages* buffer.
