bug#13645: 24.3.50; RCS backend hangs when checkout

Steps to reproduce:

1. Open a new file, edit it, save it.
2. Type C-x vv and select "RCS" as backend.
3. Type C-x vv.

Then, Emacs hangs idefinitely.
