bug#15853: 24.3.50; cperl-mode: Improve Menu entries

1. C-x C-f somefile.pl
2. M-x cperl-mode
3. Menu->

   Standard keybindings (`prog-mode' bindings are not that interesting).
   Aggregate those in to a Generic section or move those to the bottom
   or remove those.

   Specifically the

   - First section, that has C-M-a etc
   - Third section, that has C-M-\ etc

4. Menu->Toggle

   Convert the options to checkboxes. (Whatever is the Emacs standard
   way of doing it.)

5. Provide a "Save Options" button so that I turn on whatever toggles
   that interest me and have it saved to .emacs
