bug#16044: 24.3.50; Echo area ding highlighting is displaced

1. Maximize the frame, so that its height is not a multiple of line
height.
2. Evaluate `(ding)`, or just encounter an error.
3. See the inverse-video effect meant to be drawn over the echo area
displaced upwards (screenshot attached).
