bug#12683: 24.2.50; (emacs) `Tags' sends you to `Semantic', but nothing there about tags

Semantic is a pretty big and complicated package, and just pointing the
user at the Tags node in the Semantic manual doesn't seem to be more
helpful than the current reference.
