bug#16863: 24.3.50; (NS) Frame size does not adjust when starting on / moving to smaller display

On a Mac with multi displays, if you have a frame on one display taller than a 
second one, and you move it to that second one, it will not shrink to 
accomodate it, but rather leave some of the bottom of the frame offscreen.  And 
if you have a height set in your NS resources (maybe frame-alist also) that is 
higher than the display that you start up on, the TOP of the frame may be 
offscreen, a situation which there is no way to rectify aside from creating a 
new frame and destroying that one.  This is a regression from previous behavior 
under NS.
