I read Eli's suggestion as

  (modify-frame-parameters frame `((tool-bar-lines . ,tool-bar-lines)))
  (modify-frame-parameters frame '((width . 60)
                                   (height . 25))))

which doesn't show the bug, In your order with those 2 calls swapped
around the bug is present.

Though I was also uncertain as to whether implementation internals
were being referred to.
