OK, so what does this display:

  M-: (w32-shell-name) RET

This is no longer needed: if w32-shell-dos-semantics returns nil, then
shell-quote-argument will quote every character not in the Posix
character set with a backslash.  This is what you see.  The question
is why w32-shell-dos-semantics returns nil.
