PS this would explain why http://debbugs.gnu.org/21353#24 saw no issue with emacsformacosx.com builds. They pass an explicit --enable-locallisppath to configure: https://github.com/caldwell/build-emacs/commit/86e4c4d3bb383d02bf0826688235bd588133b2e9 ironically as an alternative solution to http://debbugs.gnu.org/19850, which they opened, thereby masking the problem that the official solution caused. It's all a conspiracy! ;)
