Could you please try the following on W32 (W64)?
(progn (require 'artist)
(artist-figlet-get-font-list))
Or something like:
C-x b *x* RET
M-x artist-mode RET
M-x artist-select-op-text-overwrite RET
RET Test. RET RET RET
