Possibly yes, since files can require others outside the directory being
compiled.  So we might not want to have this directory restriction
applied always.

I was thinking more along the lines of

    (string-prefix-p (expand-file-name directory)
                     (expand-file-name buffer-file-name))

(Or does that break in some weird file systems?)
