Thanks, I think I've fixed this now.

  Fix infinite loop in vc-dir-mark-unmark

  * lisp/vc/vc-dir.el (vc-dir-mark-unmark): Prevent from getting
  stuck on the same line in an infinite loop.  (Bug#24017)
