I think it's behaving as expected, though the docstring is a bit terse.

    eshell/make is a compiled Lisp function in `em-unix.el'.

    (eshell/make &rest ARGS)

    Use `compile' to do background makes.

If you run 'make' asynchronously, such that it's in the background, then
a *compilation* buffer is used:

    ~/tmp $ make check
    echo foo = x
    foo = x
    ~/tmp $ make check &
    #<buffer *compilation*>
