fixed 19195 26.1

> It is reported that using Emacs 24.3.1 ibuffer-do-view-other-frame does not
open a new frame to show marked buffer. To repeat the case do start emacs

ibuffer-do-view-other-frame. However a seperate frame is not opened.

This is broken in Emacs 24.5 and Emacs 25.3 but works as expected in
Emacs 26.1 and current master. I'm therefore closing this bug.

Belated thanks for the report, martin
