I think I figured it out.  I created a function that changed the line
in  url-http-create-request so that the request looks like:
GET /EWS/Exchange.asmx HTTP/1.1 <-----  *no server / host*
MIME-Version: 1.0
Connection: close
Extension: Security/Digest Security/SSL
Host: outlook.office365.com
Accept-encoding: gzip
Accept: */*

instead of
