(I'm going through old bug reports that have unfortunately not gotten
any responses.)

I tried reproducing this in Emacs 27:

$ ./lib-src/emacsclient --eval '(concat (make-string (- server-msg-size (length

And that seems to be the expected result, so I'm not able to reproduce
this.  Are you still seeing the problem?
