(I'm going through old bug reports that have unfortunately gotten no
responses yet.)

Looks like this has been fixed sometime in the intervening years?

(substitute-command-keys (propertize "foo" 'face 'bold))
=> #("foo" 0 3 (face bold))

So I'm closing this bug report.  If this is still a problem, please
