xcode-select: error: command line tools are already installed, use “Software Update" to install updates

There are no updates for command line tools in “Software Update”. And I can’t upgrade xcode to latest version because it doesn’t support 10.13.6. It seems that I have to upgrade the OS.

I will keep with emacs 26 before I upgrade the os.

These errors are interesting:

I think that means the command line utils need to be reinstalled.
