Personally, I never use it. But it's likely that other users will have
a very different experience.
Maybe we should contact the org-mode developers to hear what they think
about changing the key binding?

That risks being very disruptive for any user in this situation:
a) Heavy org-mode user.
b) Heavy tab-bar-mode user.
c) Almost never uses C-TAB in org-mode.
I wouldn't expect that scenario to be all that uncommon.
