I'm unable to reproduce this in Emacs 28 -- if I have a main frame with
a message sitting there, and I open a new client with
./lib-src/emacsclient -nw /tmp/b.html
there's not message there any more. (Or on the main window either, for
that matter.)
So I'm guessing that this has been fixed, and I'm closing this bug report.
