Thank you. I'm still wary about making such assumptions but I suppose we commit 
worse sins.

Certainly. Given that TTYs aren't typically used for displaying UTF-16, and 
that the Unicode-capable terminals I've tried seem to show just fine (in case 
someone converts the UTF-16 back to UTF-8), I think we are reasonably safe.
In any case it's no different from not being able to show an any other 
character.
