bug#50250: 28.0.50; Nextstep application bundle doesn't include hexl

Trying to use hexl-mode with Emacs.app (generated with make install on MacOS) 
bundle
yeilds this message:

  hexlify-buffer: Searching for program: No such file or directory,
  /Users/user/emacs/nextstep/Emacs.app/Contents/MacOS/libexec/hexl

And the bundle doesn't seem to include hexl at all
