Good idea.

The question is whether to show it by default. The default menu that the
user will see after clicking somewhere in a new buffer will contain just
2 items:
- Select All
- Describe Character `x'
I think the second item will confuse the users. But it can be added
to an optional menu for advanced users.

I can't imagine that a novice user would need to describe a character
and inspect the output of describe-char.

I don't understand what it could say. Do you mean it should change to
"Undo in Region"?

Then "Context Menus" could be placed below from "Menu Bar".
