FWIW the macport of Emacs 28 displays tofu for me for the book character.
Below is C-u C-x = for it. The same character displays as blank in vanilla
Emacs 28.1 -Q (with the same C-u C-x = output other than the hl-line property)

==================

             position: 1 of 3 (0%), column: 0
            character: 🕮 (displayed as 🕮) (codepoint 128366, #o372556, #x1f56e)
              charset: unicode (Unicode (ISO10646))
code point in charset: 0x1F56E
               script: symbol
               syntax: w which means: word
             category: .:Base
             to input: type "C-x 8 RET 1f56e" or "C-x 8 RET BOOK"
          buffer code: #xF0 #x9F #x95 #xAE
            file code: #xF0 #x9F #x95 #xAE (encoded by coding system utf-8-unix)
              display: no font available

Character code properties: customize what to show
  name: BOOK
  general-category: So (Symbol, Other)
  decomposition: (128366) ('🕮')

There are 2 overlays here:
 From 1 to 3
  face hl-line
  priority -50
  window #<window 3 on *scratch*>
 From 1 to 1
  display ""

There are text properties here:
