Well, some countries do use it (including my own):

In any case, while I do think better localization would be great, that
is a larger task and orthogonal to adopting ISO 8601 in this case. I
think that Emacs should follow international standards by default.
BTW, shouldn't the ISO 8601 default be "year-month-day"? It is
documented to be "year/month/day". See:
