bug#60616: 30.0.50; C-M-% never worked on German keyboard

Regular expression search invokation by using key binding C-M-% never worked on 
this German keyboard. I don't remember it ever worked.

C-h k on C-M-% read no key, there is no report, nothing, it cannot detect it.

I can use M-% without problem.

My % is obtained by using shift and is on number 5.
