BTW, 90% (18/20) uses of `minibuffer-with-setup-hook'
in the Emacs (26.3) sources use a lambda form as FUN.

And of course a lambda form evaluates to itself.
And one of those lambda forms is quoted with #'.
And the two non-lambda FUN occurrences are each
quoted with #'.  Clearly, FUN is evaluated.

And there are NO uses of the macro with (:append FN).

So it's maybe not too surprising that no one has
reported this doc bug previously.
