Did you take a look at the output of
./configure --help
In particular at the options --enable/disable-shared and
--enable/disable-static?

Sure GNU libiconv is usable on uClinux. Just be aware that the
'char' and 'wchar_t' encodings are possibly not what you expect on
this platform, since uClinux can be built without locales.
