Strange spacing in scores

Take a look at the output of input/test/orchestscore.ly.
Every staff line has a large spacing between the 
clef and the first note. (In my large Gade score, this
happens on all pages but two or three and I haven't been
able to find some pattern on when it happens.)

This bug has been present at least for the last 8-10 
patch levels.
