This is a non-trivial change in several key areas of Emacs, so I'm afraid
it's too late to get it into the upcoming Emacs 21.1, which is under
feature freeze for quite some time now (meaning that only bug-fixes are
allowed into the sources).
I suggest to target Emacs 21.2, which is probably to follow quite soon
after 21.1.

I suggest to begin by posting the diffs to address@hidden, and
asking Gerd Moellmann, the head maintainer, to include it in the earliest
possible release.

I don't have any killfiles. I oppose to such draconian measures on
ideological grounds.

??? I get quite a few messages from bug-gnu-emacs all the time, and
reply to many of them, as do other maintainers, including Richard
Stallman. So the group is obviously very much alive.
