Summary:  rewrite julcal

Original Submission:  Currently we use lib/julcal for date calculation.  This 
code is under a different, poorly specified license.  Write new date routines 
as part of the main source under the normal license.  
tests/xforms/expressions.sh is probably a good enough test for this, although 
it could be improved.

blp has some code for this that can be tried out.
