Yes I guess the 1 is a form feed. And these feeds are the problem.

The program UNIX2DOS refuses to convert it to MSWindows format (LF ->
CR+LF) and reports :
  unix2dos: Binair bestand NEWS wordt overgeslagen
translated to English
  unix2dos: Binary file NEWS is skipped
