Yes, this is bug 42081

http://savannah.gnu.org/bugs/?42081

Last time I tried to fix it, I decided that it was not easy without
breaking a lot od other features.

The best work-around is not to use Windows.

     Dear Ben and Others,

I am using PSPP version 8.4 on Windows 7. I have checked this issue with
Linux and I did not encountered any problems.

For other windows users my temporary answer is just to move all databases
directly onto hard drive to omit /User direction.

     Best regards,
