Follow-up Comment #1, bug #47252 (project pspp):
It's an install dependency rather than a build dependency, so ./configure is
not appropriate.
I suppose really it ought to be part of the make install target.
But I would have thought that if gtk+3 is installed, then the absence of
adwaita means a buggy Gtk installation.
I will have to find out a little more about how icon themes work in Gtk+3
