Follow-up Comment #7, bug #52873 (project pspp):

Try the newerst version from
https://sourceforge.net/projects/pspp4windows/files/2018-07-07-ForTestingOnly/
Altough marked as a test version it is fully functionale and can replace  the
2017-09-09 version.

If it still happens, can you share the filename including the path? 

Also state which MSWindows version you use and which language settings you
use. 

Try also what happens if you use only "normal"  ascii characters.
