texinfo documentation bug

The user sees a file somebody wrote called file.texi.  He wants to
view it in the info browser or emacs.  He checks
File: texinfo,  Node: Using Texinfo
where it says

  To output an Info file, process your Texinfo source with the
`makeinfo' utility or Emacs's `texinfo-format-buffer' command.  You can
install the result in your Info tree (*note Install an Info File::).

  To output an HTML file, process your Texinfo source with `makeinfo'
using the `--html' option.  You can (for example) install the result on
your web site.

The latter command will I suppose produce file.html, and the user
knows how to browse that, e.g. netscape file.html

The former paragraph's commands will produce file.info, however no tip
is given how to view it.  info ./file.info and info file.info will
produce odd results, and its nobody's guess how to view it in
emacs... all this assuming one is not willing to mess with some
infopath variable... and just wants to view the file quickly.

only thru info --help does one learn about info -f.  As to the emacs
equivalent, who knows. both should be added to that texinfo node.

p.s., aside from info info, I didn't find
$ man info
