That's not libiconv's purpose. The goal is that if a user converts a
PO file from ISO-8859-2 to UTF-8, using the future 'msgconv' command,
the results are of the same correctness as on GNU systems. The goal is
to _ignore_ the vendor iconv's bugs and deliberate or accidental
deviations from standard encoding tables

On the other hand, libiconv is also used by some packages (such as the
"printf '\unnnn'" command) as a library that must support all locale
encodings of all supported systems. It does so. On systems with a
"dechanyu" encoding, libiconv indeed provides DEC-HANYU.
