Enhance --mode option for GNU tar.

Hi -

   It would be really convenient if the --mode=CHANGES option would also
work on extraction, because there are just times that TAR files are made
by careless users and then extracting can become a pain.  At the very
least, if you try to use --mode and -x, it should complain.
