no Free TP ja.po file in gettext-0.10.39

Hello, gettext maintainers.
I see that ja.po file in gettext-0.10.39 is the one contributed
by SAWATAISHI, not the disclaimed one from Free TP.

I quote here that what SAWATAISHI wrote in the message
