gettextize is a wizard, but without artificial intelligence. Some
local intelligence is still needed.

That's too complex. Careful maintainers keep a patch set versus the
original version and reapply this patch set each time they upgrade.

Not true. gettextize says: "Copying file po/Makefile.in.in". You can't
say that's silent.
