I'll look into the (already known) problem.

As a work around, visit 'does_not_exist_yet.xpo', do your editing, and
save as 'does_not_exist_yet.po' (with proper header entries).  Or
better start with an existing .po file and delete entries you don't
need.

Wondering why people want to write .po files from scratch at all... ;)
