gettext and flex

Hi!

If either gettext or flex (bison is not enough) is not installed on
my system, a current binutils snapshot (from CVS) will fail to compile,
but the ./configure run completed without complaining.

Missing flex will result in GMSGFMT being set to "PATH=.... no", which
will look for a command called 'no'.

Missing flex will abort compilation somewhere in the wrapper script...

I think ./configure should abort if something the compilation bases
on is not found...
