I was using version 1.12 of GNU tar.

I tried the test again with version 1.13.25 and it worked.  It looks
like the bug has been fixed in this version.

This sounds like a bug that is fixed in the latest test version of GNU
tar.  You can get the latest test version from:

ftp://alpha.gnu.org/gnu/tar/tar-1.13.25.tar.gz

(Sorry, I forget which tar version you're using.)
