I believe Debian has their own version of install-info (IIRC, it's a
script, not a C program), that is very different from the version
distributed with Texinfo; even its command-line switches are
incompatible.  (That's why the latest versions of Automake produce
Makefile.in that gives a special treatment to Debian install-info.)
