diction-1.02: build failure on Compaq/DEC OSF/1 5.0, and a simple fix

diction-1.02 failed to build on Compaq/DEC OSF/1 5.0 because config.{guess,sub}
are out of date:

env CC=c89 ./configure && make all check install
configure: loading site script
/uufs/inscc.utah.edu/common/home/mthnhb/alpha/local/share/config.site
checking build system type... Invalid configuration `alphaev67-dec-osf5.0': 
machine
`alphaev67-dec' not recognized
configure: error: /bin/sh ./config.sub alphaev67-dec-osf5.0 failed.

The fix is fortunately very simple: replace the files config.{guess,sub}
with the latest versions from 

        ftp://ftp.gnu.org/gnu/config

Once I did that, the build and installation completed normally.
