conflict between --directory= and --files-from?

I can use either of these, but not both (also tried absolute path for
files-from file, files-from=- and piping it in, etc.). Is this a known
bug?
I can try to track it down, but in case it's already fixed in a
development version after 1.13, i figure i shouldn't reinvent the wheel.
