No, intl is never to be cvsignored. When you put
AM_GNU_GETTEXT([external]) into configure.in, then intl/ shouldn't be
there at all. And with the other ways to invoke AM_GNU_GETTEXT, you do
need intl in CVS, so that the other maintainers get the same version
as the central maintainer. Otherwise, version mismatch.
