I am not in charge of this list/group but I can answer half of your
question,
gnu.bug.utils is a mail<->news gateway feed of address@hidden
So yes, anything that is posted to bugs-gnu-utils should be moderated, but
the
real spam is coming directly in from the listserv's direct email address
which is not moderated.
For the greater point, I sent a question to the gnu.org list admin last
week
asking the very same question. The address@hidden lists which are run
on
Redhat servers, but are maintained by the Free Software Foundation are
filtered with ORDB and Spamcop with a direct opt-in if an individual is
rejected. IMO, there is no reason that the FSF direct mailing list
shouldn't
be either.
