The documentation of msgen (.texi and --help) says, assigned
translations will get the fuzzy mark (msgen.c):
Creates an English translation catalog. The input file is the last\n\
created English PO file, or a PO Template file (generally created by\n\
xgettext). Untranslated entries are assigned a translation that is\n\
identical to the msgid, and are marked fuzzy.\n\
According to test/msgen-1 that's not the truth.
I recommend to leave the current behavior as-is, turn marking assigned
translation as fuzzy into an option and tweak the documentation
accordingly.
